Allow user to choose head node EC2 type with Tower Enterprise

It would be great if Seqera Platform Enterprise setup (with Tower Forge) gives users the ability to choose the EC2 instance type for the head node.
Currently, one can choose instance types only with Compute nodes.
If the admin is fine with a EC2 type which has high network bandwidth and ready to pay extra per hour for that EC2 on the head node, such a provision should be configurable when setting this up.
Right now one has to do it in a hacky way by knowing the vCPU/GB of the high end instances and putting that in when creating environment.

More granular permissions should be given to the Seqera Platform/Tower administrator to specify which instance type(s) should be used for head node creation.
Adjusting the Batch scheduler logic by specifying sufficiently large CPU and RAM to force the CE ASG to instantiate an EC2 instance with dedicated networking is a workaround, but this doesn't remedy the head-node issue which is due to networking burst capacity of the instance.
