Create empty subfolder in Data Explorer and pipeline launch input/output Data Explorer selector

I want to create an empty subfolder in both Data Explorer and via the launch form Data Explorer modal window for both (1) data input, and (2) a new outdir (for workflow run output).
This would be similar to the AWS Console S3 view (see attached screenshot).
