Create empty subfolder in Data Explorer and pipeline launch input/output Data Explorer selector

I want to create an empty subfolder in both Data Explorer and via the launch form Data Explorer modal window for both (1) data input, and (2) a new outdir (for workflow run output).
This would be similar to the AWS Console S3 view (see attached screenshot).

It would be great to have the ability to create folders directly in data explorer. Right now, the workaround is to create the folder locally and then upload that folder.
