Improvements to Dataset Metadata, Naming Limits, and Search Functionality

Customer is requesting a few minor features when working with Datasets:
- Add Dataset Metadata next to dataset:
* Date/time created
* Who created it
- Increase Name Length Limit(already requested previously):
* There is a hard limit on the length of the name
- Improve Search Functionality
* Search does not currently pick up the ID or Description fields
