Remove SMTP dependency for installation

The current installation process for Seqera Platform requires a functional SMTP server for successful operation.
We could provide an alternative approach to control login during installation. Enabling Seqera Platform will no longer mandate or enforce email-based login, offering greater flexibility to our users.
This enhancement would simplify the installation process and accommodate a broader range of user preferences.

Summary:
The current Tower login system exclusively supports email-based authentication and OIDC providers. Both systems can be overly complex for smaller deployments and introduce a significant dependency in system deployment due to the requirement of configuring an SMTP server, which can be a notable pain point.
This feature aims to allow users to log in to the Seqera system using a conventional username and password scheme. This option should be the default if no other login method is specified.
This enhancement aims to simplify the login process and make Tower more accessible to users, particularly those who prefer a straightforward username and password authentication method.
