Allow the Seqera Platform's built-in implementation of "spot" instances to automatically failover to "on-demand" instances. This can be achieved with a Nextflow config but having a built-in implementation could help, especially when frequently creating or destroying compute environments.

Requesting an in-platform option configurable for specific pipelines/environments to failover from spot to on-demand instances in order to avoid costly (in terms of both time and money) consistent/consecutive fails based on spot volumes/bid wars.

This would be helpful when spot is not available but pipelines still need to run.
