For Seqera Platform organizations with policies that prevent AI use or only allow specific approved tools, it would be helpful to be able to disable Co-Scientist for all users logged into that org.

Setting the org's Co-Scientist credits to 0 is not sufficient: every user in a Pro org receives a recurring $50/month of free credits, which are consumed before org-level credits. There is currently no way to prevent access to that included quota.

The control should be at the org level rather than per-workspace, so that all current and future workspaces in the org are covered by a single setting.

Motivation: customers in this position deliberately keep Co-Scientist out of their contract to avoid triggering a separate infosec vendor evaluation for AI tooling, so the feature needs to be genuinely inaccessible rather than merely unfunded. This has been requested by multiple larger accounts.
